table percentages and Netscape

I've always used nested tables for page layout and I'm trying to
simplify my page layout techniques. I'm also beginning to learn CS
and HTML 4.0 compliance methods. To that end, I'm trying to achieve a
very simple layout effect using a table set to 100% width.
Unfortunately, Netscape (Mac) doesn't like display it properly.
Can you look at the following page in Netscape (Mac and PC) and
comment on the problem:

Also, can anyone recommend a site that monitors the various flaws and
inconsistencies in the way browsers work? I've got lots of reference
sites that recommend using percentages for tables but none of them
mention that Netscape has problems displaying them.
